Management Team

Vishal Suri, CEO

Vishal founded TSPi in 2001 with the vision of building an IT firm focused on delivering solutions that accelerate customer success. He leads efforts to establish the firm’s business goals, growth strategy, and identification of emerging technologies and industry trends that impact our customers.

Prior to TSPi, Vishal was instrumental in development of web acceleration algorithms at an early-stage Intelligent Content Delivery Network startup, FastTide. He began his IT career at PSINet, a leading commercial ISP. One of his notable contributions at PSINet was the implementation of NASA’s high-volume web hosting which included Senator John Glenn’s 1998 space flight. It was a combination of the experiences gained at these positions and the world-wide IT transformation underway due to the Internet revolution that served as inspiration for him to start TSPi.

He has a varied academic background which includes a Bachelor of Science in Information Systems, and Diplomas in Hotel Management and Advanced Culinary Arts.

Hitesh (Tesh) Vashistha, Chief Growth Officer

Tesh brings over 25 years of government industry experience and has a strong track record leading strategic growth initiatives in the federal civilian market. Tesh is responsible for leading TSPi’s growth strategy, executing plans that accelerate revenue growth, driving innovation initiatives, and enhancing our competitive positioning.

As an experienced business development executive, Tesh previously led the health informatics division and strategic capture for Corporate Business Development group at ICF. He also was critical in leading growth and strategy for the Health Group at Perspecta (acquired by Peraton), overseeing corporate growth and strategy at Dovel Technologies (acquired by Guidehouse), and most recently as the Chief Growth Officer at The Cadmus Group.

Tesh holds a Bachelors of Engineering degree with specialization in Computer Science and Engineering from the National Institute of Technology, Allahabad, India.

Chris Long, Senior Vice President

Chris has over 25 years of management consulting and service delivery expertise in the public-sector market. At TSPi, he is focused on shaping and driving delivery of strategy and transformation solutions to our clients. He provides executive oversight for Treasury, Commerce, and Independent Agencies portfolio.

Prior to joining TSPi, Chris led business and client success for Booz Allen Hamilton in the Commerce, Homeland Security, and Treasury markets for 17 years. Focused primarily on Strategy and Modernization initiatives, Chris built, fielded and led multidisciplinary teams to tackle major new program initiatives for NTIA, FEMA, Treasury, IRS, Justice, FirstNet, and Library of Congress. In addition, he drove firm-wide capability development initiatives around transformation lifecycle and Grants Management to be deployed across all markets. Earlier in his career, Chris led SAIC’s support to EPA’s Office of Solid Waste, focusing on regulatory management and risk reduction in the Oil and Gas, Mining, and Fossil Fuel Combustion industries.

Chris holds a Bachelor of Science in Physics from Lewis and Clark College and a Master of Science in Technology and Human Affairs from Washington University in St. Louis.

Brad Wintermute

Brad Wintermute, Senior Vice President

Over a two-decade career Brad has built a reputation as a solutions-oriented leader focused on building strong client relationships and delivering impactful results. Brad’s role at TSPi focuses on strategic direction and enabling TSPi to solve critical customer challenges. He provides executive oversight for Agriculture, Financial, Healthcare and Life Science customer portfolio.

Prior to TSPi, Brad served as the Deputy CIO for the US Food and Drug Administration (FDA). In that role, he led the delivery of Information Technology which enabled the 22,000 FDA staff to meet the mission of the FDA to protect and promote the public health for the United States. He previously worked for the MITRE Corporation, a Federally Funded Research and Development Center (FFRDC) which provides expert consultation and analytical support to the US Federal Government. He began his career at Electronic Data Systems (EDS) where his foundation in Information Technology was established.

Brad holds a Bachelor of Science degree in Finance from Missouri State University.

Peta Messner, Vice President

Peta is an experienced leader with over 20 years of success driving all phases of diverse IT modernization programs, from implementing software development practices to achieving project goals and controlling costs, risks, resources, and schedule. She leads TSPi’s civilian technology innovation team with a focus on delivering transformational customer solutions and managing corporate growth initiatives.

Supporting federal clients for over 20 years, Peta has delivered thought leadership and specialized technology innovation to the Departments of Agriculture, Justice, and the General Services Administration. Peta is a recognized executive leader with extensive experience delivering Scaled Agile Framework (SAFe) and Agile development methodologies. Peta has also directly worked in the first responder community, supporting state and local law enforcement officials with advanced crime prevention and predictive analytics techniques.

Peta holds a Bachelors Degree in Criminology and Criminal Justice from Griffith University and a Masters of Business Administration from the Royal Melbourne Institute of Technology. She is a recipient of the 2021 Leading for Impact, Women in Leadership Award.

George Cleek

George W Cleek IV, Vice President

George is a results-driven executive with more than 20 years of experience designing, developing, and deploying strategies to drive successful business and IT transformation. At TSPi, George formulates strategic plans and builds multi-disciplined cohesive teams that execute TSPi's mission to deliver long-lasting IT solutions that accelerate customer success. Additionally, in line with TSPi colleagues and culture, George is a lifelong learner. He earned a SAFe® Program Consultant (SPC) certification and is a Release Train Engineer driving continuous development and improvements for internal and external TSPi stakeholders.

Before joining TSPi, George was the Branch Chief at USDA's Natural Resources Conservation Service (NRCS). Prior to that service, he was the Director of the National Information Technology Center and was responsible for the development and operations of all information systems that support their mission. George also led the Conservation Desktop Streamlining Initiative – a cornerstone of NRCS’ digital transformation.

In addition to a passion for lifelong learning, George is a committed conservationist. He served as the Senior Legislative Affairs Specialist and State Conservationist for several states during his tenure at USDA. George earned a Bachelor of Science degree from the University of Montana some years ago and currently lives in Colorado where he enjoys outdoor time with family and friends.

Greg Dupier, Vice President

Greg has over 20 years of technology consulting and mission solutions delivery experience in the public and private sectors. At TSPi, he is focused on shaping and delivering IT Modernization and Digital Transformation solutions to our clients. In this role, Greg works closely with mission owners and CxO’s in the development and execution of architectures, systems and platforms that enable innovative mission data and enterprise operations within organizations.

 

Prior to joining TSPi, Greg led the development and implementation of innovative IT modernization and data-driven solutions for 15+ years. In this role he worked directly with both commercial and federal (civil, defense and national security) clients to develop and operate data platforms and analytics that delivered demonstrable ROI. Before his time at Booz Allen Hamilton, Greg worked in both the commercial telecom sector at Qwest Communications leading the development of their customer financial systems and as a federal employee in the Office of the CIO at the U.S. Department of Justice.

Greg holds a Bachelor of Science degree in Social Decision Sciences from Carnegie Mellon University.

Paul Maher, Vice President

Paul has over 30 years of experience as a solution architect and program manager for a variety of public-sector clients. At TSPi he is focused on driving strategy, growth, and delivery in IT Modernization efforts to our clients. In this role, Paul and his team work closely with clients to implement modernized, cloud-based solutions to better serve the public. He also leads efforts to drive the adoption of scaled agile solutions that ultimately deliver increased business value to client organizations.

Before joining TSPi, Paul led a portfolio of technology modernization programs at Booz Allen Hamilton, including implementing new case management and cloud-based solutions for clients such as the United States Patent and Trademark Office, the National Science Foundation, the Department of Commerce (NTIA), and the Centers for Medicare and Medicaid Services. He led and advised clients and delivery teams through IT modernization efforts to increase efficiency, agility, and the delivery of business value. Paul began his career as a Federal employee at the US Office of Personnel Management (OPM), where he was responsible for identifying and implementing technologies to improve the efficiency of retirement case management and customer service.

Paul is a certified Project Management Professional (PMP) and holds a Bachelor of Arts degree in Communications from the University of Dayton.

Michael S. Kleeblatt, Vice President

Mike brings over 20 years of support to the U.S. Federal Market in a wide variety of Business Development, Sales, Capture and Proposal Leadership. At TSPi, Mike will support a variety of growth initiatives and drive expansion into new markets

Mike’s diverse background includes supporting traditional Civilian and Defense Agencies with both Information Technology and Professional Services. Having previously served in leadership roles at Booz Allen Hamilton and Accenture Federal Services, as well as Amyx and MindPetal, Mike brings the best of both Large and Small Business experience.

Mike holds a Bachelors of Science Degree from Lehigh University in Bethlehem, PA. When not working, Mike can be found at one of his three kids sporting events, with his wife Katie, and his dog Piper.

Gregory Lyttle, Vice President

Greg plays a pivotal role in driving TSPi's success and has a proven track record in leadership, operations, and strategic management. He combines a strong background in financial management and compliance with a keen ability to optimize operational processes for maximum efficiency. Greg leads strategic initiatives, shapes the company's vision, and collaborates closely with the executive team to drive sustained growth and profitability. He also fosters a culture of excellence, teamwork, and innovation within TSPi.

Prior to joining TSPi, Greg supported multiple client-facing projects with Booz Allen Hamilton and PotomacWave Consulting leading financial management and accounting initiatives with the Department of Homeland Security (DHS) Science and Technology Directorate.

Greg holds a Bachelor of Science Degree from the University of Florida and is a Certified Government Financial Manager (CGFM) with the Association of Government Accountants (AGA).

Robert McCord

Robert McCord, Advisor

Robert (Bob) McCord serves on the TSPi Board of Advisors. His advisory role focuses on TSPi’s corporate growth and strategic initiatives. Bob brings extensive experience in both federal healthcare and technology markets. He has successfully managed corporate recapitalization efforts and overseen significant growth with several businesses in the federal consulting market, most recently as President and Chief Operating Officer at Octo Consulting. Bob currently serves as the President and COO of CNSI leading all operational and delivery responsibilities.
